This seems to tie in with an incident yesterday evening.  I was planning to stroll through Mike Mall about 4.30 pm but the place was closed.  The Thai guys said something but I did not take it in.  This morning my other half overheard a conversation in a mini van that there was a red shirt bomb scare in the mall.

There were also three bombings in Chiang Mai last night.

 

Maybe the Pattaya Music Festival is not the safest place to be.

On Sunday Morning Police and Medics were called to a Central Pattaya Condominium to deal with a British National who appears to have committed suicide.

Lying on the ground at the base of Building A at Niran Grand Condo in Soi Arunothai was the body of Mr. Philip Lee Atkins aged 62 from London, England. Electric cables were tied around his neck and he had suffered life-ending injuries after he apparently fell from his 4th floor balcony.

According to a neighbor, Khun Jiraporn aged 47, he had been living with his wife who had recently left him. Mr. Atkins was visibly upset and had been reportedly drinking excessively since his Wife had left him.

Police entered the room of the victim and saw no signs of a struggle or other signs of foul play. They did find a collection of electric power cables which Mr. Atkins appears to have tied together and used to create a noose. He is thought to have attempted to hang himself over his balcony and then fell to the ground. It is not clear as yet if he passed-away before he fell or not.

Also inside the room was a note asking for his Brother Mr. Martin Graham Atkins to be tracked down and informed of his Brothers passing. It is thought he has been residing somewhere in Phuket for the last 3 to 4 years according to the letter.

The British Embassy in Bangkok have been informed as a post mortem examination is undertaken to confirm the exact cause of death which has been recorded as a suicide pending a full Police investigation.

In the early hours of Friday, Pattaya Police arrested three Ladyboy’s on Pattaya Beach, accused of stealing an IPhone from a Russian tourist.

The incident occurred in front of Soi 13/2 and involved 3 suspects aged 16 to 30 and Mr. Andri Popov aged 26, who was walking back to his Hotel when he was surrounded by the 3 Ladyboy’s who suggested they accompany Mr. Popov back to his Hotel for some late night “Group Activities”.

Mr. Popov refused the request but during the encounter was distracted for long enough to allow one of the suspects to snatch the IPhone from the victim. The Smart Phone was handed to the 16 year old Ladyboy but fortunately for the victim, the entire incident took place in an area of high foot-traffic which allowed passers-by to assist in detaining the suspects who were then handed over to Police.

Mr. Popov later received his IPhone back and the Ladyboy’s were charged with theft and await a Court appearance.

On Wednesday afternoon, Police were called to an abandoned construction site near Soi 11 on Jomtien Beach Road following the discovery of a naked foreign vagrant at the location.

The body was discovered by a foreign resident who was walking his dog. The deceased man was thought to have been dead for between 3 to 4 hours prior to his discovery. No obvious signs of a struggle were seen but it appeared he was using the area as a temporary home.

Police were not unable to find any identification for the man, described as a “European” by Officers.

The body was sent to the Police Forensic Institute in Bangkok for a post mortem examination which will determine the cause of death.

Police conducted a raid on a Pub in Central Pattaya on Thursday afternoon which was suspected of opening well over its permitted licensed opening hours and there was a suspicion an illegal casino room was operating at the back of the Pub.

Armed with a search warrant officers went to the Kickup Pub & Restaurant in Soi Jirapon off Pattaya Third Road just after Midday on Thursday. The venue was still open from the night before and many cars and bikes along with over 50 customers were still inside the venue.

A room containing a hi-low game-board was seized along with dice, casino chips and money. A 21 year old man, Khun Tosapon, was arrested after he was found to be carrying a loaded semi-automatic handgun. A further gun was found concealed behind the DJ Stand along with 9 bottles of the Class 2 drug Ketamine.

10 vehicles outside of the Pub were seized and 6 further arrests were made. Police have now sent a recommendation to the Provincial Governor to consider if a closure order should be placed on the venue or not.

Acting on an arrest warrant, officers from the Police Region 2 Child and Women Protection Unit along with officials from a Child Shelter based in Jomtien, arrested a 30 year old woman accused of persuading a 17 year old orphan to leave the shelter and work as a prostitute.

Officers arrested Khun Rayong at her rented apartment at the southern end of Pattaya Third Road on Friday afternoon in accordance with arrest warrant number 140/2557 dated 23rd April 2014 and issued by the Pattaya Provincial Court.

The suspect, who works at a restaurant near the Shelter, is accused of persuading the 17 year old girl to leave the shelter . She was then allegedly put to work as a Prostitute servicing Indian customers of Khun Rayong, who would charge the Indians 2,000 Baht in exchange for sexual services provided by the girl.

The girl was attending college on a daily basis, when she was persuaded to leave the shelter on the promise of earning large amounts of money.

On Sunday Night a 43 year old Food Vendor who is currently taking care of a 7 year old girl as her parents are currently in prison, reported a suspected sexual assault of the girl by a Motorbike Rental Shop owner.

The woman explained to officers at Pattaya Police Station that 1 week ago the parents of the girl, who work on Walking Street in South Pattaya, were arrested by Police relating to drug offences and are currently in prison. The food vendor took over parental responsibilities for the girl after their arrest.

The victim was described as a happy and excitable child but she became quiet and reserved which alarmed the temporary Guardian who was told that the girl had been taken a number of times by a man who rents motorbikes in Soi BJ, off Walking Street, close to where the food vendor works.

He promised the girl that she would be given sweets if she went with him on his motorbike. On each occasion she was taken to a remote area in Soi VC off Pattaya Second Road and allegedly sexually assaulted. Each time she was warned not to tell anyone or she would be killed.

The suspect, named as “Bung” aged in his early thirties is known by the Guardian of the child and Police are now searching for him. The case continues.

A meeting was held at Pattaya City Hall on Wednesday afternoon by the acting Pattaya Police Chief who denounced his predecessor and claimed that corruption and other bad practices was a thing of the past at Pattaya Police Station.

The new acting Superintendent is Police Colonel Supatree, who is also the Deputy Commander of Chonburi Provincial Police. Because of his good record of solving crimes and working within the confines of the Law, he was assigned to the position by the Acting Region 2 Police Commissioner.

The Colonel explained that the previous team of senior officers at Pattaya Police station were corrupt and did not provide the standard of service expected by a Police Officer. Police Colonel Supatree is determined to focus on offering a professional service with a special focus on Tourists who require Police assistance.

Tourist-related cases will be dealt with quicker and in a more professional manner from now on and any officer suspected of being involved in corrupt activities of any kind will be investigated and could ultimately be fired.

A special focus was placed on the work of the Traffic Police who will be expected to enforce Traffic Laws to a higher standard and will be expected to set-up higher numbers of checkpoints around the City without inconveniencing innocent motorists by creating traffic jams.

The Colonel also threatened his officers that if any outside Police or government agency were involved in detecting and suppressing crimes such as gambling in Pattaya, his officers will be disciplined.

In the early hours of Friday Chonburi Provincial Police conducted a drug suppression operation in South Pattaya which resulted in the arrest of three people, one of them being an Icelandic National.

The operation took place at the Siwalai City Place Apartments in Soi 17 off Pattaya 3rd Road and began with the arrest of Khun Somporn aged 26 who was caught in possession of 0.42g of the class 1 drug Crystal Methamphetamine, commonly known as “Ice”.

As Police led the suspect out of the apartment complex they noticeda foreign man who appeared nervous when he encountered the officers. It was decided to stop and search the man, identified as Mr. Larus Omar Gudmundsson aged 38. Inside his wallet Police allegedly found 2.19g of “Ice”.

Both suspects claimed their supplier was Khun Sawitree aged 30 who was then contacted by one of the arrestees who ordered 10g of “Ice” at a cost of 2,600 Baht. The suspected dealer arrived at the apartment complex and was ambushed by Police who seized a total of 10.4g of the drug.

All suspects were incarcerated and charged with a variety of class 1 drug offences and await trial.

Police and medics were called to a Central Pattaya apartment complex on Monday afternoon to investigate reports of a 20 year old German tourist who had reportedly been drugged and robbed by two women who were staying in a neighboring room.

Lying on the bed inside the 2nd floor room at the Jasmine Villa Apartments in Soi Buakhao was Mr. Laszlo Kolberg. He had earlier summoned assistance from others staying at the apartments.

His room had been ransacked and the room safe had been emptied of 10,000 Baht and a mobile phone. The suspects were two women who had checked-in two days before Mr. Kolberg and were staying in the room next to him. One of the suspects was named as Khun Wongduan aged 33 who used her Thai ID card upon check-in.

The victim claimed that the women had earlier knocked on his door and offered him a massage inside his room for free. Mr. Kolberg accepted the offer and invited the women inside his room. Before the massage took place Mr. Kolberg was offered a glass of Coke which he consumed. Moments later he fell unconscious and was reportedly robbed by the two women who then checked-out of the apartment complex.

CCTV is currently being analyzed by Police as they hunt for the two women.

If you're planning to pay 25 baht, it might be a good idea to square it with the driver in advance.  

 

 

NCPO begins crackdown on Pattaya motorbike taxis

Plan requires lower fares, polite drivers

The National Council for Peace and Order’s promised crackdown on Pattaya’s wild motorbike-taxi industry has begun, with drivers outside Pattaya Police Station becoming the first to see fares reduced and operating practices improved.

Capt. Sittichai Chamsawat of the 14th Military Circle in Chonburi joined Pattaya Deputy Mayor Ronakit Ekasingh and Banglamung Permanent Secretary Pongsathit Pijnont at the taxi stand at Beach Road and Soi 9 where officials began registering motorbike-taxi drivers for a newly regulated program already being implemented in Bangkok.

Anop Praditsakul, the local motorbike-taxi boss controlling 65 bikes across the top and bottom of three streets around Soi 9, cooperated with the military in its effort to combat unfair practices by drivers and reduce the influence of organized-crime gangs controlling taxis.

If successful, the changes being forced upon the virtually independent drivers will mean substantial benefits to Pattaya tourists and residents and take a substantial bite out of the money drivers squeeze out of them.

Sittichai said motorbike taxis will have to adhere to existing, but currently ignored, Land Transport Department fare regulations, which state rides of two kilometers or less should not exceed 25 baht. The third through fifth kilometer adds only 5 baht each to the fare.

Currently, Pattaya motorbike taxis charge 40 baht for even the shortest rides.

Sittichai said distances of more than five kilometers would remain negotiable.

Other changes required under the new program would mandate drivers treat customers politely, be properly dressed, wear the correct jersey and long pants, have a yellow public-transport license plate, have helmets for both driver and passenger, park unobtrusively, not use drugs or alcohol, and display a license at taxi stands with the names of all registered drivers.

Registrations are being taken through July 15 at city hall.

The NCPO moved to regulate motorbike taxis as Pattaya is a major tourist hub that comprises of at least one million tourists. However, there have been several problems regarding public transportation services within the area. Problems such as unreasonable public transportation fares, poor services, and Mafia-style groups taking advantage of residents have been common.

The junta’s three-phase plan calls for systematizing motorcycle-taxi operations and communicating with operators about inappropriate activities while solving the problems of extortion gangs and official corruption, updating the Traffic Act, regulations and guidelines, and making the changes permanent.

American Robbed By Pattaya Baht Bus Pickpocket Gang

 

 

On Saturday Pattaya Police were able to apprehend 4 members of a pickpocket gang who were known to operate on Baht Buses in the Pattaya area and would target only foreign tourists.

Police Colonel Supatee, the acting Superintendent of Pattaya Police Station, held a press conference to announce the arrest of Khun Bunchar aged 28, Khun Pinpit aged 28, Khun Duenjai aged 30 and Khun Cherry aged 23.

The victim, Mr. John Wells aged 60, lost a total of 5,000 US Dollars from his pocket as he rode on the Baht bus. The main instigator of the theft was Khun Bunchar who was identified as a serial offender with over 100 similar convictions on his criminal record. He had also just been released from Prison where he served time based on similar offenses.

He confessed to passing the money to Khun Deunjai on the Baht Bus and when the money was later exchanged for Thai Baht, the equivalent, approximately 150,000 Baht, was split into two parts with Khun Bunchar taking 10,000 Baht and the rest went to the others.

The stolen money was able to be recovered by Police when they arrested the four suspects to the delight of Mr. Wells, who thanked Pattaya Police for the positive result in the case.

Pattaya police have arrested a Nigerian man who has been on the run since May for murder his friend. He hid in Bangkok for a while before moving back to Pattaya where he was arrested.

PATTAYA – July 24, 2014 [Pattaya Daily News];- at 11.30 am Pol.Maj.Gen.Suraphol Wiratyosin-deputy commander-, Pol.Col.Theeraphol Jindaluang-deputy commander- and Pol.Maj.Gen.Chettha Komolwattana-commander- made a statement that Pol.Col.Chatri Suksiri-superintendent- and his team had arrested Mr.Nmamaka Onwuhafua aged 32 from Nigeria who was being hunted for murder. The police officers arrested him in a room in Four Man House, South Pattaya.

 

Pol.Maj.Gen.Suraphol said that on 14th May Mr.Nmamaka stabbed and beat Mr.Jude Chukwu aged 32 from Nigeria who was his friend to death in a house in Pattaya.

 

Upon questioning Mr.Nmamaka he confessed that on the incident day he asked Mr.Jude for the 20,000thb that he had borrowed from him but Mr.Jude didn’t have it. Soon after they started arguing and Mr.Jude tried to hit him with a bottle therefore Mr.Nmamaka decided to stab him and hit him with a larger stone before fleeing the scene. Mr.Nmamaka added that he was a hip-hop singer in Fake Pub in Walking Street and he was also played football for Chaiyapoom Fc.

 

Pol.Col.Chatri who had hunted the man said that Mr.Nmamaka had hidden in Bangkok for a while after he killed his friend. When the police were hunting him Bangkok he then moved back to Pattaya to live with his Thai wife before being arrested.

City shutting off Soi 6/1 ‘geyser’ by replacing drainage pipes

 

For more than a decade, North Pattaya’s Soi 6 neighborhood had its own local geyser, at least during heavy rain storms.

Pattaya workers are finally replacing drainage pipes running 500 meters under Soi 6/1 and ending on Beach Road and the corner next to a long-standing cafe. For years, diners sat at the open-air restaurant and watched as storm water shot high into the air from the drainage gate there. Water frequently ran about 50 cm. deep at the foot of Soi 6.

Contractor K Sky Co. is now ripping up the old, small pipes and replacing them with larger versions. Once complete, the work should also help preserve Pattaya Beach at Soi 6, where flood waters raced down the two sois and carved huge tracts out of the sand there.

The project began in June and is causing traffic to back up. Work is about 50 percent complete and is scheduled to end in September.

It is part of a 400 million baht budget being used to fix drainage areas throughout the city to tackle flooding.
