Even holding hands in public can lead to prison I wouldn't go there in a million years as hotels are known for ratting out guests to split police bribe money https://www.gov.uk/foreign-travel-advice/laos/local-laws-and-customs If you are there living in some NGO compound then they let girls in and can get away with it but for random punter tourists I wouldn't risk it. If you want Laotian LBs you could chance Beach Rd in Pattaya that's where they illegally freelance, or find one online and fly her somewhere else to meet though locals in Laos have weird regulations on "zones" they can travel to and from.
