Obviously the guy gets caught up in the whole Pattaya/Songkran sanook and publicly licks out the pussy of this girl, who is drunk according to the report I heard. It's one thing to do this in places like the Windmill but taking advantage of a drunk girl in such a public way is likely going to get you in trouble as was the case with this chap. Public displays of a sexual matter are frowned upon by locals in Pattaya, as in the rest of Thailand and the world in general.
