Hitherto not a legal requirement for accommodation tower blocks built in the 1970's here in the U.K., although with much justification I'm sure that is about to change. in any event, with the speed at which the fire escalated and engulfed the building's exterior, I'm not sure how effective a sprinkler system would have been.
