Both Duke and SiamSam are right.

 

"je parle" (présent) means "I speak" or "I am speaking", "je parlais" (imparfait) means "I was speaking". If you want to express "I spoke" you need to say "J'ai parlé" (passé composé).  You can also say/write "je parlai"(passé simple) if you tell a story or a fairy tale.
