Hey Shaun Plenty of YT vids on how to remove scratches off DVD's. Apparently colgate toothpaste works. Check it out. You can always burn the film and put it on USB stick or if your a movie buff, a good selection on an SSD drive.

Your card issuer may not charge you a fee, however the owner of the ATM will. I'd say to get around this, would be to open an account in Thailand with an ATM card and withdraw the funds that way. But I suspect you would incur currency transfer fees, depositing funds into the Thai account or a not so good exchange rate.
