Covid 19 : 4th wave hitting Vietnam

Recommended Posts

As in other SE Asian countries, Vietnam is experiencing a 4th wave of covid19. Vaccines are coming lately and the government negociated contracts with Astra Zeneca to start vaccination campaigns. (Poor Vietnamese people. They must deal with AZ !).

Here is a a press release from BBC Vietnam dealing with new decisions. It confirms what Daisy told me about a lock down starting tomorrow for the next 2 weeks.

May 30, 2021, 10:59 +07

From 0h on May 31, HCMC will apply Directive 15, social distancing for the whole city, particularly Go Vap District blockaded under Directive 16 within 15 days.

Chairman of HCMC People's Committee Nguyen Thanh Phong directed social distancing throughout the city under directive 15.

Blockade, quarantine nearly 50 points
In the complicated situation of the epidemic, Ho Chi Minh City implements blockade, isolation and supervision in general up to 50 points.

Specifically, there are 4 blockaded places where the person there must be quarantined such as:

* 6th Floor, Concentrix Building, Quang Trung Software City, District 12;

* Renaissance Missionary Church, Nguyen Van Cong, Go Vap District;
* Thien Tu Investment and Service Investment Co., Ltd. (4th floor, No. 1 Hoang Viet Building, Tan Binh District, as of May 17);
* IDS Vision Solution Development Co., Ltd., 67 T4A Street, Tay Thanh Ward, Tan Phu District, from May 19.
In addition, there are 46 points of blockade, isolation and monitoring of home isolation in 12 districts and Thu Duc city. The most are Go Vap and Tan Phu District

This morning, Mr. Phong emphasized that the citywide application gap will start from 0h on May 31. Accordingly, 10 people were not gathered, but he suggested that the research health sector must be concentrated in less than 5 people.

Particularly for Go Vap district and Thanh Loc ward (District 12), from 0h on May 31, apply the distance according to directive 16. Accordingly, the house is spaced from the house, the neighborhood is spaced from the neighborhood, the ward is spaced.

Chairman of hcmc People's Committee Nguyen Thanh Phong also agreed to propose to move the exam to public grade 10 until new notice.

Also this morning, the Police Department of Go Vap District, Ho Chi Minh City said that the decision to prosecute the criminal case for "Spreading dangerous infectious diseases to humans" occurred at the Renaissance Missionary Church. , including HCMC, Long An, Tay Ninh and Bac Lieu.

New indian and British hybrid variants
Vietnamese officials said a Covid variants appeared to be a combination of the Indian and British strains and spread quickly through the air.

On Saturday, Vietnam's Health Minister Nguyen Thanh Long described this latest model as "very dangerous."

Viruses are always variable, and most variants are not so important, but some can make them more contagious.

Since Covid-19 was first confirmed in January 2020, thousands of mutations have been detected.

VN: What should the government do to achieve the dual goal of 'fighting epidemics and development'?

How can the New National Assembly and the Government of Vietnam learn lessons against Covid?

"Vietnam has discovered a new Covid-19 variants that combine the characteristics of the two variants that were first found in India and the UK," Mr. Long said at a government meeting, according to the Reuters news agency.

VnExpress newspaper reported that Mr. Long said this new hybrid is more contagious than previously known, especially through air. He said the variants were discovered after testing on new patients.

He added that the virus's genetic code would be published soon.

According to experts, a variants of Covid-19 first identified in India last October – known as B.1.617.2 – are more likely to be transmitted than the British one – also known as B.1.1.7.

Studies show that vaccines, such as those of Pfizer and AstraZeneca, are highly effective against the Indian strain after two injections, but if only one shot is given, it seems to reduce the effectiveness.

There is no evidence that any strain of coronavirus causes more serious illness for the vast majority of people.

With the original version, the danger is still highest in the elderly group or has a serious health condition or background disease.

However, a virus that is more contagious and equally dangerous will cause more deaths for an unsmunicated population.

Vietnam seeks to buy Covid-19 vaccine

Covid-19: Epidemic spreads into HCMC, VN decides to use money to buy vaccines

Vietnam has had a spike in covid-19 cases in recent weeks. The country has recorded more than 6,908 coronavirus cases since the pandemic began. Of those, more than half have been recorded since the end of April this year.

According to Data from Johns Hopkins University, Vietnam has had 47 Covid-related deaths.

The Ministry of Health's May 30 morning news reported that there were 52 more cases of Covid-19 in the country, 35 cases in Bac Giang alone. In HCMC, out of 10 cases, there are 8 cases related to the Renaissance Church.

Newer data from the Center for Disease Control in Ho Chi Minh City (HCDC) in the morning of the same day said that this locality has only had 40 more positive cases related to the Renaissance Missionary Church, i.e. a total of 48 cases since the previous evening.

Desperately searching for vaccines
The severe epidemic situation and the extent of the spread are virtually in remission, making the Vietnamese government seem to be adjusting its anti-epidemic strategy. Previously, the main method implemented under Prime Minister Nguyen Xuan Phuc was to detect, trace and isolate to isolate and zone the epidemic point. And the current strategy is shifting towards rapidly increasing the pace of vaccination to create community immunity.

Covid-19: Bac Giang outbreak more complicated, Ministry of Health warns viruses are easy to double

Covid-19: Vn consults dozens of serious cases, urgently buys vaccines

On the morning of May 29, Prime Minister Pham Minh Main convened a nationwide online conference to discuss combating the Covid-19 epidemic. Here, the Prime Minister emphasized that he will use all measures of the government, businesses and people to find vaccines as well as accelerate research into vaccine production in the country.

Previously, the importation of Covid-19 vaccine was directly negotiated by the government and an enterprise, VNVC, was authorized to import and supply. However, with the new direction, there may be more enterprises involved in vaccine import activities, increasing the chances of Vietnam buying foreign vaccines to inject people.

Currently, vaccination is considered a weakness in the fight against Covid-19 in Vietnam, with the number of people receiving one-time injections is just over 1 million, while the number of people who have been given enough twice is much lower.

In the context of delayed entry and vaccination, on the morning of May 29, Minister of Health Nguyen Thanh Long still said that Vietnam's goal is to create community immunity in 2021.

"To date, Vietnam has signed and committed more than 100 million doses of vaccines to inject 70% of the population aged 18 years and older and is working to buy an additional 40 million doses to achieve the target," Thanh Nien Newspaper quoted Mr. Long as saying.

Translation by MSEdge

The most worrying seems to be a new strain, a "Vietnamese strain" of Covid19 that is an hybrid of British and Indian strains. I read information about vaccination campaigns in some locations in the north of Vietnam. I don't know what vaccine they use and what is the the vaccination strategy. It seems that priority is given to factory workers in areas where the Ministry of Health identifierd clusters (ie Bắc Ninh, 45 km - 27 SM north east of Hanoi.).
The above is the press realease that fits at most with news that Daisy transmitted me today.

Covid19 : disastrous fallout in Saigon

At the end of May, the Vietnamese government had taken measures to slow down contaminations by Covid variants alpha (British variant) and delta (Indian variant). It had been explained that Prime Minister's directives 15 and 16 would be applied where the situation requires (Chỉ thị 15 & 16). Since then, many «non essential» businesses and shops had been closed. As usual, night bars and discos had been the first ones that had to close, then inhabitants of Ho Chi Minh city waited for reopening complying casually with social distanciation rules. However, more than the half of the population was jobless and needed to save money.

Most of the ladyboys working in bars went back to their provinces. However, bar ladyboys are less than 10 % of the ladyboys in p4p. Another population of ladyboys that was impacted were ladyboys working as models in all kind of shows and fairs. Businesses that employed them couldn’t work any longer. Another group of ladyboys didn’t feel affected at first. These are unemployed ladyboys who make 100 % of their income meeting customers. Ladyboys in «the industry» started feeling nervous however, since they were losing customers and competitors started placing adds. As a matter of fact, ladyboys with a regular job such as sales ladies in shops had to find money and started placing adds in the same websites as «escorts». Moreover, a website got saturated and couldn’t accept new adds what destabilized the industry.

A few ladyboys whose jobs were suspended easily found activities in charity organizations. Although the population of Saigon seems to be rich, the city is also full of old people with low incomes. I saw videos and pics of such ladyboys packing food to distribute to old people.

Meanwhile, food supplies started slowing down. It was due retrictions in transportations as well as small shops closing one by one since they couldn’t find food at affordable prices. This triggered a new kind of crisis made of food shortages and prices increases. I could see that ladyboys would eat fewer and fewer meat, then less vegetables and last week, many would eat instant noodles only to avoid starving.

I was told that charity organizations stopped being supplied in food. In the same time prices started increasing. For example, 10 eggs costed 21,000 VND 2 or 3 weeks ago, then the price increased to 35,000 VND last week and reached 70,000 VND before the week-end.

After one month and half living with substitutes for regular jobs or usual activities, a new deal totally degraded living conditions in HCMC. On July 8th, Prime Minister Pham Minh Main decided to implement directive 16 in HCMC from July 9th (last Friday). In other words, no one is allowed to go out, street vendors may no longer sell food in the streets and many shops selling food had to remain closed. Food supply is under the control of the Vietnamese administration. The people who could use cars rushed to supermarkets. Supermarkets (grocery stores) aren’t the cheapest places to find food in Vietnam opposite to Europe but they were the only places that could still provide Vietnamese people with meat and vegetables. This is how prices suddenly skyrocketed to unacceptable levels for low class people.

Anyone found hanging in the street without official authorization from Friday shall be fined 3 million VND (about US$ 130.00 / € 111.00). Steet vendors shall be fined 15million VND ((about US$ 645.00 / € 555.00). The most fragile people had to suffer from these decisions. I saw the panic among ladyboys.

A 30 years old ladyboy was given my contact by a mate of her and asked me for 7.5 million VND for SRS and become my girlfriend (LOL). Not so funny, an 18 years old sweetheart declared that covid had impacted her life as she would have never figured it out. I helped her pay for her rent and she has no money to purchase food. She’s waiting for help in her room.

Today, I read about the new organization. Only a couple of designated by the police persons are allowed to go out and purchase food for the inmates of their building. A friend of mine told me that Jessica is one of them. Some people have no money to purchase food, so she uses money sent sent by sponsors abroad to purchase them some food. I am trying to know more about her bank connection. Help is needed and welcome even small amounts. (*)

The 4th wave hitting the south of Vietnam has turned up  to be a real slaughter. I don't have much information but I noticed information posted by ladyboys in a social network or sent by my friend. In less than 2 weeks, I  saw 4 times  ladyboys announcing a grandfather, an uncle or a grandmother has passed away.

4W1.png.89cd7a44de08005704af4145cd83b0f8.png

Today, I was informed that Miu's grandmother died of covid today in the hospital. Miu can't do anything since she's locked down at home.

4W4.png.b9f46d12f977d28716bd970e09535349.png

I think that Miu is a strong person but circumstances and the event itself make her having a bad time anayway.

10 days ago, I was told that both Jessica's grandmother and grandfather died of covid; her father is also contaminated. I thought I would write more about Jessica but I have no time for this week end. She has been brave since the first lock down in April last year. She would deserve a medal or a nomination in the Romscar legends.

I saw in every newspaper journalists compared photos of helicopters leaving the US embassy in Saigon 1974 and in Kabul last week, but no one  compared the atmosphere of the cold war in Berlin with the sanitary crisis in HCMC this summer 2021. The former capital city of South Vietnam has been invaded by the army and many neighborhoods were put under siege. Here are a few photos to explain the atmosphere.

I should have been warned. Vietnam had already use dthe same method during the 3rd wave in February in North Vietnam, but no one, even myself paid attention since the pandemic casualties hardly reached 37 over 3 waves. They had used the method in Hải Dương though : one they found a cluster, the whole neighborhood would be locked down with barbed wire fences guarded by soldiers. Last year, several directives were taken by the Prime Minister (directives 12 to 16) to be applied to struggle against the covid pandemic. The regional commitee of HCMC decided to apply the too famous "chỉ thị 16" in other words, this the martial law in HCMC and more than 10 million inhabitants.

At first not only non essential businesses had to close but also food markets and  small food shops. In an above post, I told you about foos prices skyrocketting in supermarkets. In order to slow down purchases and demand, it's been prohibited to go out of one's area to purchase food. People had to respect a curfew. Since this was not enough, they organized a pass system to allow every one to go and purchase food to one grocery store only.

LP2.jpg.47c3f5e9a8debd0190e63a9fb005f52b.jpg

This pass was granted and can be used by 3 ladyboys living in the same appartment.
I blurred names, adress and numbers
This pas is (was) valid only on Tuesdays and Fridays.

People queueing to purchase food in a supermarket.
People are not allowed to go out to make purchases except on days indicated on their pass.

A couple of ladyboys posted photos similar to those published in media. I asked Đan to send me more îcs but she said that militaries didn't like people to take pictures.

A military patrol controls people in the streets. Anyone found without a pass, an invalid pass (wrong day) or in the wrong area (between home and the authorized supermarket) shall be fined from 1 to 3 million VND. (In order to compare, a sales lady monthly income is 5 million and a bar girl's income when times were good was 7 million VND).

I don't know if Vietnam managed to get more vaccines or drew on their stockj but vaccination campaigns were organized in this big mess. Here is a  vaccination certificate. The photos was provided by a ladyboy.

VC1.jpg.ce224a797fa1bd9da1bc9e0d9561c332.jpg

Đan had the possiblity to get a first injection this week, but the vaccine was the Chinese Vero Cell (declared efficiency : 46 %). Chinese keep on flooding the world with their shits. When it's not their plastic hardwares, they do it with their inefficient vaccines. Đan decided to wait.

Last but not least, HCMC decided to tighten its current restriction measures. HCMC to ban people from going out starting August 23 - VnExpress International
this morning, Đantold me she was in quarantine. I asked about explainations, but she only found something like this in her street.

DD8.png.03b81ba250db4229ff9ef369c5a01733.png

HCMC decided to quarantine everybody. They don't know how they will get food. They are no longer allowed to go out to the supermarket. This looks like a Wuhan lock down.

Ministry of Health

It's hard to comment the last bulletin of the Ministry of Health of Vietnam. You can find all the details above. I just notice that Vietnam had 37 deads since the beginning of the pandemics just a few months ago. This number was 11,064 yesterday.

No information is given about vaccination progress in the country. 2 or 3 weeks ago, a radio said that only 4% of the population had been vaccinated. Vietnam sometimes receives 2 to 5 million doses of a vaccine through COVAX but they receive no continuous flow of vaccines.

I realize how lucky we are to live in countries where the administration was well off enough to purchase vaccines or where a lab managed to develop one. I wish to find a better bulletin next month.

The following photos were posted last week by a ladyboy working as a model in Ha Noi. I had no further explanations although I asked her whether pics were shot in HN . As a matter of fact, the situation seems fairly cool in the Vietnamese capital city where inhabitants could celebrate the mid year festival in normal conditions. Here are ladyboys animating a celebration.

Great news in HCMC. The population was released on October 1st. Although many non essential businesses couldn't re-open, people are free to hang in the streets. On Fridayand Saturday,  the atmosphere was almost like a great celebration. People went out to celebrate their new freedom. But for many people, it's also like an after war. They lost the habit of going out, they ran out of money and don't know how they gonna pay their rent to stay at home in October.

Here is the last bulletin of information by the Ministry of Health :

They did a hard job since they vaccinated several ten of million people in one month, but, only 10 % of the total population is vaccinated and oe third received a first injection. Moreover, many people were vaccinated with Chinese vaccines whose efficiency is officially lower than 50 %.  One part of the population don't respect social distanciations since they had been released. Daisy told me that the army can't make respect social distanciations since they fear fights or violent protests from the population. I fear a 5th wave will hit Vietnam within a few months.
