Angeles City Closes Border

PAMPANGA, Philippines – Except for Authorized Persons Outside of Residence (APOR), people living outside of Pampanga would no longer be allowed to enter Angeles City.

This developed after Mayor Carmelo Lazatin Jr amended on Monday, July 27, the city government’s guidelines on the implementation of Modified General Community Quarantine (MGCQ) in the highly urbanized city.

“Non-APOR individuals coming from outside the Province of Pampanga shall not be allowed entry into Angeles City,” Section X, letter B of the modified guidelines states.

Angeles City residents who work outside Pampanga are also advised to stay in their places of employment during the duration of the MECQ. “Should they prefer otherwise, they may be allowed to return to Angeles City, provided, that they have tested negative for COVID-19 via RT-PCR testing prior to their return,” it said.

Passengers of domestic flights arriving at the Clark International Airport inside Clark Freeport Zone were also required to present negative RT-PCR results before they could enter Angeles City. Without negative COVID-19 certifications, they would be compelled to undergo a 14-day quarantine in the city’s isolation facilities.

Barangay officials were tasked to strictly monitor returning locally stranded individuals who were also required to present negative RT-PCR results. These LSIs would be allowed to enter the city only if their return “has been duly coordinated with the City Government.”

Section 3 of the modified guidelines mandated the return of checkpoints in all entry and exit points of the city, including all barangay checkpoints.

Officials and personnel of the city's Disaster Risk Reduction and Management Office, Traffic Development Office, Health Office, Social Welfare and Development Office, and Angeles City Tourist Auxiliary who are in proper uniforms and wearing their identification cards have been deputized to help police officers and barangay chairpersons in apprehending persons who fail to wear face masks and those loitering the streets.

City Ordinance no. 546, s-2020 imposed up to P5,000 fine and up to 5 months imprisonment for those caught not wearing face masks or face covers in public places.
