Cambodia Entry/Visa During COVID19

Below is the text from an email I received today from the US embassy in Cambodia. It details entry requirements and flight info Cambodia during the pandemic. Bottom line is that a 3k USD deposit is required.

THE EMBASSY OF THE UNITED STATES OF AMERICA IN PHNOM PENH IS TRANSMITTING THE FOLLOWING INFORMATION THROUGH THE AMERICAN LIAISON NETWORK AS A PUBLIC SERVICE TO U.S. CITIZENS IN CAMBODIA. PLEASE DISSEMINATE THIS MESSAGE TO ALL U.S. CITIZENS IN YOUR ORGANIZATION OR NEIGHBORHOOD.

 Cambodia Entry Requirements

On June 10, authorities announced a requirement that all foreign travelers entering Cambodia pay a deposit of $3,000 upon arrival at airports for mandatory COVID-19 testing and potential treatment services.  On June 8, authorities released a fee schedule for these testing and treatment services. Travelers should be prepared to see this deposit applied to a minimum of $165 for mandatory COVID-19 testing, approximately $1,281 more to support quarantine in the event one or more passengers on their flight test positive, and a minimum of approximately $3,255 more for treatment and quarantine if the traveler tests positive. The Embassy recommends all travelers be prepared upon entry into Cambodia to pay for the full costs identified in the fee schedule. 

 

The June announcements of new entry requirements are in addition to requirements for entering Cambodia by air, land, and water that authorities introduced on May 10 for prevention, containment, and response to the spread of COVID-19. All arriving foreigners must:

 

1.       Possess a COVID-19 negative medical certificate issued no more than 72 hours prior to the date of arrival and proof of medical insurance coverage of at least $50,000;

2.       Undergo a COVID-19 test upon arrival and wait in official facilities to receive laboratory results. In the event one or more travelers on an arriving vessel/flight test positive, all passengers must undergo a 14-day quarantine at a location designated by Cambodian authorities. If all travelers test negative, health authorities will require travelers to self-isolate for 14-days at their home or lodging under supervision of local authorities.  Health authorities will then oversee another COVID-19 test on the 13th day of self-isolation.

Cambodian Visas

The Government of Cambodia has suspended the e-visa and visa-on-arrival programs until further notice. In addition, we understand Cambodian Embassies will only accept applications for diplomatic, official, and business visas and will not issue tourist or other visas to enter Cambodia at this time.

COVID-19

As of 10:00 a.m. June 26, Cambodia has two active cases of COVID-19 (there have been 130 total confirmed cases since the onset of the global pandemic). We will send further MASCOT updates as events and developments warrant.  

Notice on Flights for American Citizens Seeking to Depart Cambodia:

The following airlines currently maintain sharply reduced flights that depart Cambodia for onward connecting flights to the United States.  Many travelers worldwide have reported unexpected flight cancellations and limited flight availability.  Please check airline websites for times and availability and do not book flights through an online search service. We recommend booking flights through a travel agency or directly with the below airlines. 

 

1. Korean Airlines Note: Currently three flights every week 

2. Asiana Airlines Note: Currently three flights every week.

3. EVA Air Note: One flight every week, beginning June 24.

NO ONE will do this. They may as well say they are ENDING visa's for the near future.  It's not as if anyone is beating a path to a country filled with dust, palm trees, litter, boring food and a bus system that makes a chicken bus look VIP.  I bet they were laughing as they wrote those regulations. But no, I guess they were deadly, stupidly serious. I would hang out in quarantine in Thailand (if it did not cost too much, hell there's a ton of EMPTY HOTELS there, it should be reasonably cheap at this point).  I would not ever EVER hand over anywhere NEAR that amount to any Khmer. Lunacy.  How can they not know how stupid this looks? Even without half that B.S. who would go there...except maybe to try to sneak into Thailand or VN haha

More or less agree with you but I reckon it's more like 99%.  Useful in my opinion for guys with Khmer wives, kids, businesses etc. Not very useful for you and me but in my case even if there were no onerous requirements I wouldn't go since I wouldn't be able to get back into Thailand.

Lockdowns in the West bring up the legitimate debate of public health vs the economy.    Closing borders brings up the debate of public health vs one segment of the economy, tourism.

In the West some say, keep the economy open:  if you believe you're at risk the onus is on you to stay home.  But in Thailand/Cambodia you would be asking those who believe they're at risk to stay home just to save tourism related businesses/employees and the substantial trickle down effect.   Not an easy question with no cut and dry answer.

As for me, I am a prisoner of my own device, as if I choose to leave paradise, who knows when I'll be able to return.  But the upside, is I do feel safe.

stay as long as you can PD.  The one thing I've not see discussed it how the speed of change BEFORE this has been startling.  Last few years I've been going to drink in what I loved before it was gone as in each trip many things were gone. I don't even recognize kho san road now (from vids i've seen). They slicked it up until it has NO character for me, at least before it had some kind of zany mish mosh of character with ladies in hill tribe outfits hawking wooden croaking frogs and a store behind them selling Che and Bob Marley t shirts. Now it basically looks like any other slicked up area.

I'm afraid if I get back, nothing I loved will be there, it'll all be slicked up, least in Bangkok. Gonna be interesting how this affects Patters, god only knows.

And a guy who has visited Cambodia many times, he does have fair knowledge of the likes of Phnom Penh, Siam Reap and Sihanoukville.

Snooky was great before the Chinese transformation.  There were two places in Cambodia good for mongers and now it's only Phnom Penh.  Siem Reap is a lovely city but not for mongers.  Yea you can find the odd ladyboy walking around Pub Street but while Pub Street bars are nice places for a few drinks they are not P4P bars.

The only possibility of the Pattaya condo market ever reviving is a Chinese takeover.  Would be good for owners who want to Pexit but horrible for renters who like things the way it is.   This January will be Pattaya at it its very best if you're not a biz owner or dependent on tourist income. 

Although he mentions music, something Steady Eddie doesn't touch upon is the farang music scene.  There are quite a few farang bands which play in some bars.  Sharkys and Oscars are two in PP which regularly had bands before Covid.  They might change lyrics around say to "I found my thrills on Victory Hill".   

Steady Eddie is by no means a Cambodia expert but his info is quite useful for a Cambo rookie.   Of course, a bit dated during Covid times.

Siem Reap had been a good place for me to monger. Ladyboys were not in Pub street but not so far. They worked in massage lounges.
I found SR very pleasant as I could visit temples in day time and find ladyboys and great restaurants at night. (Regretfully too many drunk barangs in the area of Pub street. 

I think I had made a mistake looking for a  better place in PP and Sihanoukville. I should have stayed longer in Siem Reap.

it's GETTING ***TO** Cambodia that's the problem.  Flight from here to Bkk...$1000+....layover waiting for a short hop flight to Cambo going out of Snooky? over 12 hours as I recall.  IF you could magically get to DM the price would be cut in half but the wait time still 12-18 if I recall right.  Or I could go with another option, thru Inchon at $3000+

face it, it's NOT really open if you have to throw mega bux at it to get there. And then be in Cambodia? omg.  Would be happy to sit and wait for a flight outta Swampy, but not the better part of a day.  Is there a "quarantine/transit" lounge?  Would I be able to get one of those overpriced capsule "rooms" at Swampy then come up for air and hop the flight to Cambo? doubtful.  Seems it's rigged to make it easier and cheaper for you to jump thru Thai Master's hoops and cross your fingers.  If I tested positive I'd tell em to get fucked if they wanted money from me for a 14 day stay at a hospital living on congee and water.  IF (and this is a HUGE an LAUGHABLE if) they wanted tourists (aside from the wealthy ones they are sure they can get in the future) they would PICK UP COST of 14 day quarantine as something like .06% of incoming fliers test Pos. The more I see how they rig this whole experience the more I DETEST the current military elitist rulers.  What they're doing to Pataya is nothing short of a slow execution. But hey, drink away if you're in Bkk and other places.

That's why it is important to buy insurance that covers asymptomatic hospitalization.

And if you are going to be hospitalized you want to be in the very best hospital if you ain't paying.  Find out which hospital your Test and Go hotel is affiliated with.  

I do realize you are talking about flying direct to Cambodia where this would not be applicable.

I believe Lanmei Air and Hahn Air fly out of Swampy.  These may even be the same airline with 2 different names, not sure.

However, you would not be able to book you luggage straight through from Gumpville to Cambo.  Since you would have to go through Immigration my guess is you would need to go to a Test and Go hotel before continuing to Cambodia.

will do on the video, tho it's not likely I will risk falling into their sticky spider web tourist trap.

Bangkok Air flies I believe that's the one but it's at like 4 in the afternoon after getting INTO Swampy just before midnight. No one has discussed what rules are for transit like this. Can you just go to the specific airline you are continuing on with?  Will you have to sit and wait at the gate for 16 hours? it's stuff like this that is gonna mess with Cambodia's nice new entry regs.  Having to pay many hundreds for PCR tests, prebooked lux hotel, etc. JUST SO I can travel onward is well....it's fucked up. (If you don't think they have figured this out in Thailand, think again, they'd LOVE to CAPTURE tourists passing thru and fleece them before releasing them).
