On forums guys are all condom all the time. Brushing your teeth just prior to oral sex can also cause bleeding (which has already been posted), which will increase the risk. I don't know how you can classify negligible, if you happen to be the unlucky 1 in 1000 or so (that is a WAG - wild ass guess), who happens to be the one who contracts it. The other big concern is catching a multi-antibiotic resistant STD during oral sex, which is probably higher than contracting HIV.
